Every person owning or harboring a dog over the age of four months shall pay to the license collector or other proper official a license fee in an established amount. The current fee schedule shall be on file with the city clerk and shall be in such amounts as the city council may set from time to time by resolution.
All fees for the issuance of dog license tags, all fines collected shall be paid into the city treasury and shall be used for those purposes set forth in Section 30652 of the California Food and Agriculture Code.

All dog licenses required by this chapter shall expire either one, two or three years from the date of vaccination.

If the license required by this chapter is not renewed within sixty days of the date of expiration, there shall be added to such license fee a penalty. The penalty shall be collected at the time of the renewal of said license. The current penalty schedule shall be on file with the city clerk, and shall be in such amounts as the city council may set from time to time by resolution.

The license collector or other proper official shall deliver to the applicant for a dog license, as required under this chapter, a tag bearing the number of the license stamped or engraved thereon.

A. 
A dog license tag issued by any jurisdiction outside the city of El Cajon shall not be considered a valid license without payment of a transfer fee.
B. 
New owners of any dog previously licensed in El Cajon shall be responsible for payment of an established change of ownership fee.
