Duly designated animal control officers of the city are hereby authorized to issue citations in the manner set forth in Chapter 5C, Sections 853.6 through 853.8, of Title 3, Part 2 of the Penal Code of the state, for violations of Title 6 of this code, and violations relating to dogs and cats in the Food and Agriculture Code, Health and Safety Code, and Penal Code of the State of California.

If any person refuses to present identification or sign a written promise to appear to a duly designated animal control officer in the enforcement of Title 6 of this code, said animal control officer shall notify the El Cajon police department, who may arrest said person.

Any owner or possessor allowing a dog to be kept in violation of the provisions of this title shall be deemed guilty of a misdemeanor, and shall be subject to the provisions of the general penalty clause as set forth in Section 1.24.010 of this code.
The chief of police, or a representative of the chief, may enter upon any property pursuant to law to ascertain if any of the provisions of this ordinance or any state law relating to the care, treatment or impound of animals is being violated.
