The purpose of the ordinance codified in this chapter is to provide for the construction, repair and reconstruction of wells so that the groundwater of the city will not be polluted or contaminated, and that water obtained from such wells will be suitable for the purpose for which used and will not jeopardize the health, safety or welfare of the people of this city, and for the destruction of abandoned wells or wells found to be public nuisances so that such wells will not cause pollution or contamination of groundwater or otherwise jeopardize the health, safety or welfare of the people of this city.

There is adopted by reference San Diego County Ordinance No. 4286 (New Series), three copies of which are on file in the office of the city clerk, relating to the construction, repair, reconstruction or destruction of wells, and incorporating by reference Water Well Standards: State of California (Chapter II of Department of Water Resources Bulletin No. 74), and Cathodic Standards: State of California (Chapter II of Department of Water Resources Bulletin No. 74-1). The provisions of said ordinance shall be made a part hereof as though fully set out in this chapter, with the exception of such portions as are hereinafter deleted or amended.

Section 67.404 is deleted. Sections 67.431, 67.432, 67.441 H., and 67.446.3 are amended by substituting the words "city council" in these sections wherever the words "Board of Supervisors" appear. Paragraph B. of Section 67.441 is amended to read: "Each application shall be accompanied by a fee set pursuant to Section 8.36.070 of the El Cajon Municipal Code."

Any person violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor.
