The California Electrical Code, 2025 Edition, as published by the International Code Council, is adopted as the electrical code of the city (the "electrical code"), except as hereinafter modified, amended, repealed or deleted, and is by this reference made a part hereof as though fully set out herein.
The requirements of the electrical code shall apply to all residential, commercial and industrial electrical installations. All electrical installations that are under the jurisdiction of the California Division of Industrial Safety shall also comply with the requirements of the electrical safety orders of the Department of Industrial Relations of the state of California.

All electrical materials, devices, appliances and equipment installed or used in the City shall be in conformity with the provisions of the electrical code, and with approved standards for safety to life and property. Listing or labeling as conforming to the Standards of the Underwriters' Laboratories, Inc., the United States Bureau of Standards, the United States Bureau of Mines, or other similar institutions of recognized standing, shall be prima facie evidence of conformity with the approved standards for safety to life and property. The maker's name, trademark, or other identification symbol shall be placed on all electrical materials, devices, appliances and equipment used or installed under this code.

It shall be the duty of the building official of the City to enforce the provisions of the electrical code. The building official shall, upon application, grant permits for the installation or alteration of electric wiring, devices, appliances and equipment, and shall make inspection of all new electrical installations and reinspections of the same as provided in such code. The building official shall keep complete records of all permits issued, inspections, and other official work performed in accordance with the provisions of such code.

The building official shall have the right during normal business hours, or at any time when extreme hazard to life or property exists, to enter any building in the discharge of official duties or for the purpose of making an inspection, reinspection, or test of the installation of electrical wiring devices, appliances and equipment contained therein. The building official shall have the authority to cut or disconnect any wire in cases of emergencies where necessary to the safety of life or property, or where such wire may interfere with the work of the fire department. The building official is authorized to disconnect or order discontinuance of electrical service to any electrical system, device, appliance or equipment found to be dangerous to life or property because they are defective or defectively installed, or where an electrical system, device, appliance or equipment is energized or connected to a power supply prior to inspection and approval by the building official.

The language used in this chapter and in the California Electrical Code, which is made a part of this code by reference, is intended to convey the common and accepted meaning familiar to the electrical industry. The building official is authorized to determine the intent and meaning of any provisions of this chapter, including the California Electrical Code.

This code shall not be construed to relieve from or lessen the responsibility of any party owning, operating, controlling or installing any electrical wiring, electrical device or electrical materials for damage to person or property caused by any defect therein, nor shall the City or any officer or employee thereof enforcing this code be held as assuming any such liability by reason of the inspections authorized within the provisions of this chapter.

Appeals to the decisions or determinations made by the building official relative to the application and interpretation of the electrical code adopted by the City, shall be heard in accordance with the board of appeals procedure as outlined in the California Building Code as amended by Chapter 15.04 of the El Cajon Municipal Code.

The permit fees for all Building and Fire Safety Division transactions of the city of El Cajon shall be set by the city council by resolution, and may be amended from time to time, to be listed in the City of El Cajon Schedule of Miscellaneous Fees.

A violation of any provision of the California Electrical Code as adopted and amended by this chapter is deemed to be a public nuisance and may be abated in accordance with Chapter 1.16 of this code.

Any person, firm or corporation violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor and subject to the provisions of the general penalty clause as set forth in Section 1.24.010 of this code, or any other penalty adopted by the City.
