Articles 1 through 11 of Division 1, Chapter 2, Title 25 of the California Code of Regulations, Sections 1000 through 1758, are adopted by reference as the mobile home regulations of the city.

All installations shall be in conformity with the provisions of these regulations and with the recommended practices for safety to life and property.

The permits for installation shall be issued by the building division, and the fees therefor shall be collected by the finance department.

Section 1018.(a) of Article 1, Division 1, Chapter 2, Title 25 of the California Code of Regulations, is added to read as follows:
"Permit required. A permit shall be obtained from the enforcement agency each time a mobile home is to be located on any site for the purpose of human habitation or occupancy as a dwelling."

Any person, firm or corporation violating provisions of this chapter shall be subject to the general penalty clause as set forth in Section 1.24.010 or 1.24.020 of this code, or any other penalty adopted by the City. The procedure for administrative citations in Chapter 1.14 may be used for enforcement of the mobile home regulations of this code.

The violation of any provision of this chapter is deemed to be a public nuisance and may be abated in accordance with Chapter 1.16 of this code.
