All fees, not otherwise specified in this chapter, for filing or processing planning applications, environmental documents, subdivision maps, drainage plans, annexations, reversions to acreage, appeals, extensions, or administering other miscellaneous planning functions, certificates of compliance, or for obtaining copies of planning documents, shall be established from time to time by resolution of the city council, and kept on file in the office of the city clerk.
