There shall be and there is hereby created a Library Advisory Board which shall be responsible for recommendations to the Council for the operation and conduct of the Library of the City. The board shall consist of five members to be appointed by the Council from each of the five Councilmanic Districts.

The members shall hold office for three years, serving without compensation. The members of the first board appointed shall classify themselves by lot so that the term of one member shall terminate on June 30, 1958, two at the end of one year thereafter, and two at the end of two years thereafter.

Vacancies shall be filled by appointment for the unexpired term in the same manner as the original appointments are made.

The Library Advisory Board shall appoint one of its number as chairperson. The chairperson shall serve for one year and until his or her successor is appointed and, in his or her absence, shall select a chairperson pro tem.

The Library Advisory Board shall meet at least once each month at such times and places as it may fix by resolution.
Special meetings may be called at any time by three members by written notice served upon each member at least three days before the time specified for the proposed meeting.

A majority of the Library Advisory Board shall constitute a quorum for the transaction of business.

The Library Advisory Board shall cause a proper record of its proceedings to be kept.

The Library Advisory Board may recommend to the Council all rules, regulations, and bylaws necessary for the administration and protection of the libraries under its supervision.
The Library Advisory Board shall recommend to the Council the duties of the librarians and other officers and employees of the libraries under its supervision.
The Library Advisory Board may recommend the purchase of necessary books, journals, publications, and other personal property.
The Library Advisory Board may recommend the purchase of real property or the rental or creation of adequate buildings or rooms for library purposes.
The Library Advisory Board may request the Secretary of State and other State officials to furnish the libraries under its supervision with copies of any and all reports, laws, and other publications of the State not otherwise disposed of by law.

The Library Advisory Board may borrow library materials from, lend library materials to, and exchange library materials with other libraries and may allow nonresidents to borrow library materials upon such conditions as the Board may prescribe; provided, however, any cost or expense therefor first shall be approved by the Council.

The Library Advisory Board on or before August 31 of each year, shall report to the Council regarding the condition of the libraries under its supervision for the year ending June 30 preceding. The report, in addition to other matters deemed expedient by the Board or administrative head of the library, shall contain such statistical and other information as is deemed desirable by the Council.

Each library of the City shall be free to the inhabitants and nonresident taxpayers of the City, subject always to the rules and regulations which may be made by the Library Advisory Board with the approval of the Council. Any person who violates any such rule or regulation may be excluded from the privileges of any library.

The Council and the legislative bodies of neighboring municipalities or the Board of Supervisors of the County may contract for lending the books of libraries of the City to residents of the County or neighboring municipalities upon a reasonable compensation to be paid by the County or neighboring municipalities.
