The city council shall have the power from time to time to create commissions which are either required or authorized by the law made and provided, and which are necessary or deemed advisable by the council to carry out the governmental functions of the city in the best interest of its citizens. This chapter shall apply to commissions which have been established by the city and those which may be established in the future.

The mayor shall appoint the commissioners who shall serve on the various and sundry commissions established by the council and which have been heretofore established by the council with the approval of the council. The term of each commissioner shall be four years from the date of the appointment unless otherwise prescribed by a majority vote of the council. No commissioner, either present or future, shall serve as such commissioner for more than two consecutive four-year terms without the approval of the council by a four-fifths vote. The city council shall by resolution establish a process for the screening of individuals desiring to serve on city commissions.

Any commissioner, present or future, may be removed from office during his or her unexpired term by the mayor of the city with the approval of the city council by a four-fifths vote of the city council when, in the sole discretion of the council, such removal is deemed appropriate.

The commissions established by the council shall perform such duties and have such powers as may be established from time to time by the council, and as may be established from time to time by the laws of the state of California.

In any case where a commissioner has missed three regularly scheduled meetings in a 12-month period without notifying the chair of the commission in advance of the meeting, the city clerk shall contact the commissioner with a request to provide the reasons therefor, which shall be forwarded to the city council.
