No vehicle shall be parked in front of the entrance or exit of any theater or public hall during the time any show or entertainment is being conducted therein or the audience is entering or leaving such theater or hall, or along the curb line opposite any terminating street, or in front of any alley or private driveway within the city.

A. 
No driver of any vehicle shall back such vehicle from its parking place without first giving visible or audible warning to drivers of other vehicles or pedestrians behind such vehicle who might be endangered or affected thereby.
B. 
No person shall back any vehicle from one street into another or around any corner.

A. 
In compliance with the provisions of Section 600 of the Vehicle Code, for the purpose of the regulation of vehicular traffic in the city, the following streets therein are designated as through streets or highways in accordance with Section 600 of the Vehicle Code, at the entrance to which, meaning thereby the entrance to the same from any cross or intersecting street, all vehicles are required to stop before entering upon or crossing the same and each of them, namely:
1. 
Those certain streets running easterly and westerly, as follows: Eighth Street, Ninth Street, Arrow Highway, Foothill Boulevard, Sixteenth Street, and Nineteenth Street;
2. 
Those certain streets running north and south, as follow: Grove Avenue, Campus Avenue, Central Avenue, Euclid Avenue, San Antonio Avenue, Mountain Avenue and Benson Avenue.
B. 
It is intended that each and all of the said named streets shall be and are designated and set apart as through highways or boulevards and as main arteries of traffic, and all vehicular traffic shall stop before entering or traversing the same from each and every street that connects or intersects therewith inclusive of the said named streets as they may intersect each other. Accordingly, it is made unlawful for the operator or driver of any motor or other vehicle to enter upon or cross any of the specifically named streets at any intersection therewith without first bringing such vehicle to a stop, as is required in similar circumstances on state highways under the Vehicle Code; provided, however, the provisions of this chapter in regard to such boulevard stops shall be effective only when such boulevards or through highways are clearly marked or sign-posted to give notice of such fact in accordance with the provisions of the Vehicle Code; and, in case any particular intersection is not thus signposted, or if for any reason any such sign post placed there has been destroyed or removed by accident or otherwise, then in any such event the provisions of this chapter shall be inoperative at that point or intersection, but at that point or intersection only. The city manager is authorized and empowered to procure and to set out such sign posts, which shall be placed on the right-hand side of the street, close to the intersection, and shall be of the kind and type required by Section 21400 of the Vehicle Code, and the same shall be placed and maintained in plain view and in accordance with the general requirements of such state enactment.

Placement of material or obstruction on rights-of-way.
A. 
No Placement of Obstruction or Impediment to Travel Without Permit. No person shall place or maintain any material or any obstruction or impediment to travel in or upon any public place without a permit to do so. Applications for such permits shall be made by the owner of the property on which improvements are being made and which generate such material or obstruction to travel and/or the contractor who is to do the work of the improvement. The fee for such permits shall be set by resolution of the city council from time to time.
B. 
Violation. Persons violating provisions of this section shall be issued a notice of removal and given a specified time to remove such material, obstruction or impediment. Where the material or obstruction is not removed as stipulated, the city may cause said removal and bill the owner and/or contractor all cost involved. If the bill for such removal is not paid by the due date, the city may recover all costs from the owner and/or contractor responsible in an action in any court of competent jurisdiction.
C. 
Removal of Obstructions and Assessment. When removal has been completed, the city engineer shall render to the finance director an itemized statement covering work necessary for such removal. The finance director shall pay the same from the funds of the division or officer causing the work to be done, and, by mail, shall present to the owner a demand for payment. If payment is not made on behalf of the owner within 60 days after mailing such bill, the city may certify to the county auditor the demands remaining unpaid, together with the information required by law in such cases. The county auditor shall cause the amount of the same to be entered upon the property from which removal was accomplished, and the special assessment and tax shall be included upon the next succeeding tax statement. Thereafter, the amounts of the assessment shall be collected at the same time and in the same manner as county taxes are collected, and are subject to the same penalties and the same procedure and sale in case of delinquency as provided for ordinary county taxes. The cost recovery procedure provided in this subsection is in addition to all other remedies and cost recovery options available to the city by law or in equity, including, but not limited to, those provided in Chapter 1.20 of this code.
D. 
Public Utilities. Where work is to be done by persons or utilities operating under a franchise issued by the city or regulated by the State Public Utilities Commission or utilities operated by governmental agencies, a permit may be granted without making a deposit. In such cases, the permittee shall be liable for the actual cost of any work to be done by the city in restoring the area covered by the permit to as good a condition as the same was in before such work was done.

A. 
All streets in the city are made subject to the use and requirements of stop signs and other signs to regulate, warn or guide vehicular and pedestrian traffic, and for the purposes of this part every street or highway within the city shall be deemed and taken as a through highway. The provisions of this section shall not apply to state highways, except in those cases where the department of public works of the state of California has waived its jurisdiction over state highways within the city, or returned its powers of control and regulation over such highways to the city.
B. 
The stop signs and other traffic signs here referred to are those defined and provided for by the Vehicle Code of the state of California, and as particularly referred to in Section 21400 Vehicle Code of the state of California.
