The money paid to the building official pursuant to this chapter shall be deposited in a separate account to be known as the water facilities acquisition and expansion account, and shall be used solely for the purposes of acquiring water stock, acquiring water, acquiring rights to water, constructing additions to any part of the water system or improving the water system of the city.

A. 
If the building permit is for the construction of a new building, or is for the alteration or repair of any moved building, a fee in the amount herein provided shall be paid to the building official; such fee shall be in addition to all other fees required by this municipal code. The building official shall not issue a building permit until the additional fee provided by this section has been paid. The amount of the additional fee to be charged shall be set by resolution of the city council of the city from time to time, pursuant to Sections 13.08.010 and 13.08.040 of this code and any amendments thereto.
B. 
Notwithstanding anything to the contrary, the owner of real property may apply for the waiver, adjustment, or deferral of such fee pursuant to the provisions of Upland Municipal Code Section 3.44.090.
