A. 
All houses, buildings and vacant spaces within the city shall hereafter be allotted certain numbers in conformity with the provisions of this chapter, and it is made the duty of all owners of dwellings or other structures therein to procure numbers and number the same as provided in this chapter, to the end that each dwelling or principal structure upon separate parcels of land shall be properly numbered and designed.
B. 
At each mean entry to a multiple unit development which contains private streets, there shall be posted a directory listing the address and location of each unit.

The numbering of all streets and avenues now existing or that may hereafter be established, and running north, or in a northerly and southerly direction, shall begin at A Street, and generally at the present southern limit of the city, and/or at the Atchison, Topeka & Santa Fe Railroad right-of-way, and thence extending or running north or northerly in orderly sequence, and shall commence on each of the streets or avenues with the number 100 and allowing 50 numbers in alternate sequence on each side of the street to each block, so far as the same is reasonably practicable. The odd numbers shall be allotted to the west side of the streets or avenues and the even numbers on the east side. Each block shall be so divided that the entire 100 number will be used in the numbering thereof, but in case the block or blocks on one side have a smaller or less linear measurement than on the other, then the block or blocks on the opposite side having the more extensive linear measurement shall be divided so that the numbers shall conform to the arrangement on the opposite side as nearly as is reasonably practicable.

The numbering of all streets and avenues now existing or that may hereafter be established, and running east and west or in an easterly or westerly direction within the city, shall commence at Euclid Avenue and extending or running therefrom east and west, and shall commence at zero, or more definitely with number one, and proceed in an orderly alternate sequence on each side of the street, and allowing 50 numbers on each side of the street to each block. The odd numbers shall be allotted to the north side of the streets and avenues and the even numbers to the south side thereof, each block to be so divided that the entire 100 numbers will be utilized. In case that the blocks differ in length on opposite sides, the same plan provided for in Section 15.04.020 shall be utilized, to the end that the entire plan or system shall be carried out in as harmonious a manner as is reasonably practicable.

All of the streets and avenues running in an easterly and westerly direction and run east of Euclid Avenue shall have prefixed to their respective number designation the prefix "East" so that each shall be known as "East ______________ Street," or "East ______________Avenue," as the case may be and similarly all of the streets or avenues extending west of Euclid Avenue shall be used with the prefix "West" so that each shall be known and designated as "West ______________ Street," or "West ______________ Avenue," as the case may be.

Dwellings on the rear of lots or holdings shall be given numbers allotted to the lot or holding, with the exception that there shall be added thereto the fraction of one-half or if more than one, the same shall be designated by the principal number and the appropriate fraction, or in the case of multiple dwellings or courts, the same may be designated by the principal number to which is added an appropriate letter commencing with the first letter of the alphabet and following in alphabetical sequence. In any case of alphabetical or fractional numbering, the city manager is authorized and empowered to apply or allot such a plan as the situation reasonably calls for, and as indicated by his or her good judgment and discretion, so long as the same is done in reasonable accordance with the entire plan herein set forth.

The city manager is authorized and directed to compile a map or series of maps of the city, the same showing the official number of each lot or other holding and the same is hereby designated and entitled house numbering map, and such map or series of maps shall be kept on file as a public record in the office of the building inspector, and it shall be and is made the duty of the building inspector to inform all inquirers or applicants of the number allotted to each and every lot or holding within the city. It shall be the duty of the building inspector to keep himself or herself informed of these matters to the end that there shall be no duplication of numbers nor any failure or break in the orderly sequence.

It is contemplated that so far as is reasonably possible the numbers in each block shall correspond with the number of that block counting from the base line herein established, that is from A Street in the one instance and from Euclid Avenue east and west in the other, to the end that the numbers in each block shall as far as is practicable indicate the number of the block from the appropriate base line. It is further contemplated hereunder that northerly from 13th Street this plan shall be applied with precision, save as some situation may warrant a modification therefrom.

A. 
Each owner of a residential structure or other building within the city shall cause the same to be numbered with figures not less than three inches in height, proportionate in width, and in a color contrasting with the color upon which such numbering shall be placed. Such numbering shall be placed upon each structure in as conspicuous a place as can readily be accomplished, provided the same shall be plainly visible from all abutting public and private streets, alleys, roads, highways, and avenues. Notwithstanding any other provision of this code, each residential structure and any other structure 700 square feet or greater in floor area shall also be numbered in as conspicuous a place as can be accomplished on the rear, outside wall or door, in such size and color as specified above, when the rear yard or setback area fronts any public or private street, alley, road, path or other pedestrian or equestrian access, or any undeveloped lot.
B. 
All property owners in the city are authorized to paint the appropriate address number on the curb immediately in front of any structure on such property. Such curb numbering shall be black in color and three inches in height and proportionate in width.

Inasmuch as it is probable that this plan cannot be carried out with exact precision in all parts of the city, and that minor changes or modifications thereto may be necessary from time to time to meet established or unusual situations, it is further ordained that the city manager is fully authorized and empowered to control the allotment of such numbers, and the requirements thereof under this chapter, to the end that the provisions hereof may be reasonably flexible, and may be dealt with from time to time, as occasion may require, as a purely administrative matter. Accordingly, the city manager is empowered and authorized to change or modify the exact requirements of this chapter in reference to numbering whenever the peculiar or unusual circumstances indicate or require the same, so long as any such change or modification is made in harmony with the provisions of the entire plan as near as is reasonably practicable.

It is declared unlawful to keep or maintain any dwelling or other building in the city without a proper number being placed thereon as required in this chapter. Any person failing to abide by the provisions herein set forth or violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not exceeding $25.00, or by imprisonment not exceeding 10 days, or by both such fine and imprisonment at the discretion of the court.

This enactment is to be deemed and taken as an addition to that certain ordinance heretofore adopted by the council, being Ordinance No. 263, and entitled: "An Ordinance Providing Uniform System for the Numbering and Designation of Houses and Buildings Within the City of Upland, and of Allotting Numbers to Vacant Spaces, and Changing the Names of Several Streets," and set forth above as a part of this chapter.

In respect of all of that territory recently annexed to the city, the same being all of that portion of the city lying north of the median line between Sixth and Seventh Streets therein, it is provided that all of the streets and avenues now existing therein, or that may hereafter be established therein, and running north, or in a northerly and southerly direction, shall be numbered southerly in orderly sequence from A Street in the city. A Street is established as one base, or point of division in the entire city in regard to its numbering system; and all streets and avenues in the entire city running north and south, or in a northerly and southerly direction, shall have the prefix "North" or the prefix "South," as dependent upon their position in respect of said A Street. All streets north of A Street shall have the prefix "North" attached to their respective names. All streets south of A Street shall have the prefix "South" attached to their respective names.

All of the houses, dwellings, buildings and spaces within the annexed territory shall hereafter be allotted certain numbers in conformity with the provisions of this chapter as herein amended, and it is made the duty of all owners of dwellings or other structures therein to procure numbers and number the same as herein provided, and all as contemplated in such original Ordinance No. 263. The numbering for such annexed territory shall start at number 100 at A Street, and proceed in orderly sequence as provided in said original Ordinance No. 263, and allowing 50 numbers on each side of the street to each block. The odd numbers, similarly, shall be allotted to the west side of said streets or avenues, and the even numbers on the east side.

All of the streets in the annexed territory running east and west, or in an easterly and westerly direction, shall likewise be numbered in accordance with the general system established in said original Ordinance No. 263. Such numbering shall start at Euclid Avenue therein as a base, and all portions of such streets west of Euclid Avenue shall have affixed thereto the prefix "West," and similarly, east thereof the streets shall have the prefix "East." The numbering of such east and west streets shall start at Euclid Avenue, as a base, and at zero, instead of starting at 100.

Nothing contained in this chapter shall affect or modify said original Ordinance No. 263, save as herein specifically provided for in respect of the addition of the word "North" to all of the streets and avenues running in a northerly and southerly direction, and lying north of A Street.
