No person shall move any house or building in, over, upon, along
or across any public street or alley within the city, without first
having procured a permit so to do, as provided in this chapter.

Any person desiring to move any house or building in, over,
upon, along or across any public street or alley within the city shall
file a written application with the superintendent of streets setting
forth herein a description of the house or building to be moved, and
also file with the superintendent of streets a bond signed by at least
two sureties, payable to the city of Upland, satisfactory to him or
her, in such sum as the superintendent shall deem necessary in order
to protect the city from such damage as shall be caused to the public
streets thereof by the moving of such house or building in, over,
upon, along or across the same; or, in lieu of such bond, may deposit
with the street superintendent cash in such amount as such superintendent
of streets shall deem necessary for such purpose.

Upon the filing of such application, accompanied by such cash
or bond, as the case may be, the superintendent of streets shall issue
a permit and shall therein designate the streets or alleys, in, over,
upon, along or across which such house or building may be moved, and
no house or building may be moved in, over, upon, along or across
any street or alley not mentioned in such permit, providing however,
that the superintendent of streets shall not be required to issue
any permit for the moving of any house or building in, over, upon,
along, or across any improved street if in his or her opinion the
damage caused to such street by such moving would be irreparable.

Any person to whom a permit is granted for the moving of any
house or building as herein provided shall, at the end of each day,
notify the chief of police or the fire department as to the location
of such house or building and shall at all times, from one-half hour
after sunset to and until one-half hour before sunrise, keep and maintain
upon the house or building while the same or any part thereof is upon
any public street or alley, lighted lanterns, with red globes, so
displayed as to give notice and warning to persons using the streets
or alleys upon which the house or building is then located.

Any damage done or occasioned by the moving of any house or
building in, over, along or across any street or alley in the city
shall be immediately repaired to the satisfaction of the superintendent
of streets and the cost of such repair, unless otherwise paid, shall
be paid from the amount so deposited or in case a bond is filed, shall
be paid by the city, from the general fund of the city, and an action
maintained upon the bond for the amount thereof and costs.
