Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

It shall be unlawful for any person to park, or to allow to remain parked, on any highway or street or part of a street any bus, tractor trailer, tractors, recreational vehicles (RV’s), campers, trailers, boats, all terrain vehicles, snowmobiles or any vehicle with a gross vehicle weight of 26,000 pounds. However, it shall be permissible for any commercial vehicles to stop, stand or park along a street for the purpose of delivering goods or rendering services, provided such vehicle does not substantially impede the flow of vehicular traffic. Vehicles being used for the purpose of road construction or maintenance are permitted to stop, stand or park on any highway or street within Richland Township when construction is in progress upon said highway or street.

It shall be unlawful for any person to stop, stand or park a vehicle on the roadway side at the edge of the curb on the following named streets for longer than the time periods indicated in this Section, as follows:

No person shall stop, park or stand a vehicle in a fire lane, whether attended or not attended. A violation of this subsection may result in a penalty against the identified vehicle operator, and/or against the owner of the vehicle. The penalty for stopping, parking or standing a vehicle in a fire lane is as described in Subsection 2
2. 
Any person that stops, parks , or stands any vehicle, whether attended or not attended, in a fire lane, shall be guilty of a summary offense. Summary violation proceedings will be commenced before any District Magistrate of the County of Bucks. Upon conviction, the offending party shall be punished by a fine of $20, plus cost of prosecution, for each offense and every offense, or by imprisonment in the Bucks County Prison for a period not to exceed 15 days or both such fine and imprisonment. Each day that a violation continues, after service of notice of violation, shall be deemed a new and separate offense, punishable by like fine, penalty or imprisonment; and further notices to the offender shall not be necessary in order to constitute such continuance as an additional offense.

Any person who violates any provision of this Part shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs. Provided, it shall be the duty of the police officers and of parking enforcement personnel of the Township to report to the appropriate official all violations of any provision of this Part indicating, in each case, the Section violated; the license number of the vehicle involved in the violation; the location where the violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this Part. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the Richland Township Police Department Officer and pay the sum of $15 within 48 hours after the time of the notice, or if he will place the sum of $15 enclosed within the envelope provided in any of the special parking fine boxes installed at various locations within the Township, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this Section.
