This code shall be known as the "ordinance code of the city
of La Verne."

In a prosecution for the violation of a provision of this code,
it shall be sufficient to refer to the code as the "ordinance code
of the city of La Verne."

The provisions of this code and all proceedings thereunder are
to be construed to effect its object and to promote justice.

Chapter, title and section headings contained in this code shall
not govern, limit, modify or affect the scope, meaning or intent of
the provisions of this code.

This code shall refer only to the omission or commission of
acts within the territorial limits of the city and to that territory
outside of the city over which the city has jurisdiction or control
by virtue of any law or by reason of ownership or control of property.

The use of titles of any officer, employee, office, board, commission
or ordinance shall mean such officer, employee, office, board, commission
or ordinance of the city, unless otherwise designated.

A. Nontechnical
Meaning. Words and phrases used in this code and not specifically
defined shall be construed according to the context and approved usage
of the language.
B. Number.
The singular number includes the plural and the plural includes the
singular.
C. Gender
Any gender includes the other gender.
D. Tense.
Words used in the present tense include the past and future tenses,
and vice versa.

If any chapter, title, section or subsection, sentence, clause,
phrase or portion of this code is for any reason held to be invalid
or unconstitutional by the decision of any court, such decision shall
not affect the validity of the remaining portions of this code. The
city council would have adopted this code and each chapter, title,
section. subsection, sentence, clause, phrase and portion thereof,
irrespective of the fact that any one or more chapters, titles, sections,
subsections, sentences, clauses, phrases or portion is invalid or
unconstitutional.

This code shall be enforced when necessary in accordance with Chapter
2.32 of this code.

A. It shall
be unlawful for any person to violate any section or to fail to comply
with any requirement of this code.
B. Any
person violating any of the provisions or failing to comply with any
of the mandatory requirements of this code is guilty of a misdemeanor,
unless the violation is made an infraction by ordinance.

Whenever this code makes any act or omission unlawful, it shall
include causing, permitting, aiding, abetting, suffering or concealing
the fact of such act or omission.

In addition to the penalties provided in this title, any condition
caused or permitted to exist in violation of any of the provisions
of this code shall be deemed a public nuisance and may be, by the
city summarily abated as such, and each day that such condition continues
shall be regarded as a new and separate offense.
