The office of city attorney is hereby established. The city council shall appoint an individual or law firm to such office. The city attorney shall serve at and during the pleasure of the city council. With the consent of the city council, the city attorney may appoint one or more deputies.

The city attorney shall advise the city officials in all legal matters pertaining to city business, frame ordinances and resolutions required by the city council, and perform such other legal services as are required by the council.

The city council may contract from time to time with special counsel for special service and advice in legal matters. Such special counsel shall work in cooperation with the city attorney.
