There is established the community development department which shall include divisions of planning, building, and community development grants and housing administration.

The community development department shall be responsible for the development and implementation of the city's general plan, official zoning map, zoning ordinance, specific plans, building code, and community development grant programs. It shall also provide such other services as assigned by the city manager.

The community development director shall be appointed by the city manager and shall be the chief executive officer of the community development department. All references in this code to "planning director" shall refer to the community development director or his or her designee.

The planning division shall be responsible for current and advanced land use planning, including annexations. It shall provide staff support to the planning division.

The building division shall administer and enforce building, mechanical, electrical, plumbing and other related health and safety codes adopted by the city.

The head of the building division shall be the building official appointed by the city manager and subject to the supervision of the community development director.

The building official shall enforce all of the building laws, shall make all such inspections, and issue all permits and orders required in such enforcement. No building permit shall be issued until the building official has first ascertained that the proposed building, or use to which it is intended to be put, conforms with all of the provisions of this code.

The city council may contract with consultants to perform all or some of the duties of the building division of the city. In performing such duties, the officers of the consultant shall have the powers and duties of the building official of the city.
