The office of city engineer is hereby established. The city council shall appoint an individual or firm to such office. The city engineer shall work under the direction of the city manager and shall serve at and during the pleasure of the city council.

The city engineer shall review subdivision and parcel maps, prepare and administer assessment districts, review grading plans, provide plan check and inspection services, prepare bids and specifications, maintain official streets and highways maps, administer the official city standards and specifications, and perform such other services as directed by the city manager.

The city council may contract from time to time with individuals or firms for special service and advice in engineering matters. Such consultant engineers shall work in cooperation with the city engineer.
