There is established a finance division subject to the general administrative direction of the city manager.

The finance division shall conduct the financial and accounting operations of the city, excepting those duties assigned to the city treasurer by law.

As provided for in Government Code Section 40805.5, the financial and accounting duties of the city clerk are transferred to a director of finance. The finance director shall be appointed by the city manager. The finance director shall be responsible for all functions and duties of the finance department and shall exercise all the powers and be subject to all the duties granted to and imposed upon the city clerk by the provisions of Sections 40802 through 40805 of the Government Code of the state.
