There is established the city police department, hereinafter designated as "police department."

It shall be the duty of the police department to enforce all law and order in the city, to assist and aid persons and animals in distress, to supervise the jail, to prevent crime and to enforce all laws and provisions of this ordinance code and to assist other departments of the city in the enforcement of particular provisions pertinent to their respective department upon their request.

The chief of police shall be appointed by the city council and he shall be the chief executive and appointive officer of the department, subject to the supervision of the police commission and approval of the city council.

The chief of police shall be responsible for the management and conduct of the police department; he shall maintain adequate police reports and accident records, he shall actively participate in crime prevention, including the encouragement of recreational activities; he shall from time to time make recommendations to the police commission in all matters pertaining to the needs and improvement of the police department; and he shall also make recommendations for necessary amendments to this code.

All members of the police department shall be fingerprinted and checked through the Federal Identification Bureau and shall be deputized by the city clerk. Members of the department shall be subject to the orders and regulations of the chief of police and all members of the department shall be entitled to all privileges and benefits of other city employees unless otherwise provided.

The chief of police may appoint such deputy, auxiliary or volunteer police, subject to employment policy as established by the city council, as he deems necessary for the welfare of the city and subject to such regulations as he may impose.

The city council shall determine the compensation of all members of the police department.

All purchases made for the police department shall be made by the chief of police pursuant to the provisions of the administration provisions of this code.

Pursuant to Section 13522 of Chapter 1 of Title 4, Part 4 of the California Penal Code, the city, while receiving aid from the state of California pursuant to said Chapter 1 will adhere to the standards for recruitment and training established by the California Commission on Peace Officer Standards and Training.

A.
Code enforcement officers, upon designation by the city manager, shall be empowered to exercise the powers authorized by Penal Code Section 836.5(a), including the issuance of citations for violations of the provisions of the Municipal Code, pursuant to Sections 853.5 and 853.6 of the Penal Code. Any such city code enforcement officer designated by the city manager shall complete such training and education as is deemed appropriate by the city manager prior to exercising such authority.
B.
Any city employee designated by the city manager under this section shall have the powers and duties granted by that section only when performing expressly assigned duties.
