There is established the public works department which shall include the divisions of water, sewer, streets, buildings, equipment, and parks maintenance services.
The public works director shall be responsible for the administration, operation and maintenance of the city's water and sewer utility systems, streets and public rights-of-way, storm drains, city buildings, equipment maintenance, park and landscape maintenance, and assessment district administration. The department shall also provide such other services as assigned by the city manager.
The public works director shall be appointed by the city manager and shall be the chief executive officer of the public works department. All references in this code to "utility director" and/or "public services coordinator" shall refer to the public works director or designee.
The water division shall be responsible for the administration, operation, maintenance and construction of the city water system including water production, storage, distribution, and pumping facilities.
The streets division shall be responsible for administration, operation, maintenance, and construction of the city streets, alleys, sidewalks, traffic signals, storm drains, public rights-of-way, and street sweeping.

The building maintenance division shall be responsible for the maintenance of all city-owned buildings, excepting those maintained by the community services department.

The equipment maintenance division shall be responsible for the maintenance of all city vehicles and equipment.

The parks maintenance division shall be responsible for the construction, operation, and maintenance of parks facilities, parks buildings, street trees, and other landscape and open space maintenance.
