There is created and established a planning commission of the city, hereinafter designated "city planning commission."

The city planning commission shall be self-governing. Its duties shall include the following:
A. 
Planning Responsibilities. The planning commission shall act as a consulting and advisory body to the city council, making investigations and recommendations concerning conservation, land use, recreation, streets and highways, transportation, public services and facilities, public buildings, community design, housing, subdivisions, tree planting, off-street parking, safety programs, city beautification, and other subjects promoting the city's orderly and consistent physical development.
B. 
Environmental Responsibilities. The planning commission shall furthermore provide citizen input in environmental matters, having the authority to:

Analyze physical resources of the city and its surroundings, land development, and opportunities for open space preservation;
2. 
Analyze areas required for floodplain zoning so that the need for manmade flood control projects can be minimized;
3. 
Examine trash, garbage, and other waste disposal problems;
4. 
Consider air, water and noise pollution standards;
5. 
Consider environmental aesthetics;
6. 
Analyze activities which may constitute a burden on the natural environment.

The regular meetings of the planning commission shall be held on the second Wednesday, of each month at six-thirty p.m.; provided, however, that the planning commission may adjourn to other meetings as it may deem necessary.

Advisory personnel for the planning commission shall include the community development director, or designee, the city attorney, and any other members of the city staff as designated by the city manager. The mayor and/or city council representative and the city manager may attend planning commission meetings and may participate therein as advisory personnel. Advisory personnel shall have the duty to advise but not the right to vote.

The city planning commission shall keep a record of all its resolutions, transactions, findings and determinations which shall be of public record. The secretary of the planning commission shall present to the city clerk a duplicate copy of all proceedings after each meeting.

The city planning commission may make such reports and recommendations as it deems necessary to the city council; the city planning commission shall make such reports and recommendations as may be requested by the city council.

It shall be the duty of the city planning commission to prepare a general plan, which shall be a comprehensive long-term plan for the physical development of the city. The general plan shall conform to the requirements set forth in Sections 65103 and 65302 of the Government Code of the state.

It shall be the duty of the planning commission to perform environmental review as authorized by the California Environmental Quality Act of 1970, as amended, and by the city environmental guidelines.

The city planning commission shall not incur any liability for the payment of money for services or otherwise, unless or until funds therefor have been provided by the city council according to law; upon approval of the city council, the city planning commission may employ technical employees and assistants as the work may require and expend such funds as are necessary to carry out the purpose of the city planning commission on such conditions as shall be first determined by the city council.
