Pursuant to Government Code Section 51501, the city council elects that the duties of assessing property and collecting taxes provided by law to be performed by the assessor and tax collector of the city shall be performed by the assessor and tax collector of Los Angeles County.

No department head or employee of his or her department shall be liable for chattels or moneys stolen from his or her custody unless the loss was sustained because the department head or employee failed to exercise due care.

The city council shall adopt an annual city budget for each fiscal year covering all funds from which expenditures will be made. The city manager shall prepare the budget which shall include expenditures by fund and department as well as estimated revenues and such interfund transfers as are required to finance each fund budget. The city council may request or the city manager may submit such additional information as is useful. The budget, which may be amended from time to time by the city council, shall be the approved expenditure program for the city.
