The city council declares that the fee required to be paid under this chapter is assessed pursuant to the power granted to the city by its voters at the general election of November 4, 1980, and is solely for the purpose of providing emergency paramedic and ambulance service in the city.

The following words shall have the following meanings in this chapter:
"Commercial unit"
means all business establishments, other than industrial establishments, including nonprofit organizations, churches and schools which are not residential units. Each occupancy in a multiple-unit commercial development shall be considered a separate commercial unit.
"Industrial unit"
means each business establishment in the city which is not a commercial establishment. Each occupancy in a multiple-unit industrial development shall be considered a separate industrial unit.
"Person"
means and includes every person, corporation, partnership or association occupying a commercial, industrial or residential unit in the city.
"Residential unit"
means a dwelling unit, as defined in Chapter 18.08 of this code, including each single-family dwelling, each dwelling unit in a mobile home park, duplex, or other multiple dwelling unit. Additionally, every four guest rooms or fractional number thereof in any hotel, motel, roominghouse or lodginghouse shall constitute a "dwelling unit."
"Service fee limit"
means one dollar and seventy-five cents per unit per month adjusted to reflect any change in the Consumer Price Index (all items) for the Los Angeles/Long Beach metropolitan area since November 1, 1980.
"Unit"
means each commercial, industrial or residential unit.

The initial paramedic service fee shall be one dollar and seventy-five cents per month per commercial, industrial or residential unit, effective January, 1981. No later than April of each calendar year, commencing April, 1981, the city council shall hold a public hearing concerning the paramedic service fee for the subsequent fiscal year. Notice of this hearing shall be given pursuant to Government Code Section 6061 at least ten days in advance of the hearing date. Following this hearing, the city council shall set the paramedic service fee for the following fiscal year which shall not exceed the service fee limit. Billing shall be bimonthly. Fees shall be due and payable when billed. The person billed shall be liable for payment of the bill.

Fees for paramedic service shall be due and payable with the water bill and/or refuse bill for the unit. Billing shall be bimonthly. The individual billed for water and/or refuse shall be liable for payment of the fees for paramedic service. Where a single bill is sent for multiple units, the paramedic service fee shall still be charged for each unit. In those areas within the city where the city does not bill for water service, the charge may be included in the water company service bill on a monthly or bimonthly basis.

Nonpayment of fees or delinquency in payment shall result in the filing of a lien for delinquent fees on the premises, land and improvements of the property being served or such other legal action as deemed necessary by the city attorney.

There is established a paramedic service fund. All of the sums collected pursuant to this chapter shall be deposited in the paramedic service fund and shall be used solely for the provision and administration of emergency paramedic and ambulance service in the city.

Whenever the owner of a multiple dwelling unit, mobile home park or hotel, motel, roominghouse or lodginghouse bills tenants for the paramedic service, he or she shall furnish the tenants with a statement indicating the exact amount of the paramedic service fee.
