No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway, headed in the direction of traffic, and with the right-hand wheels of the vehicle within eighteen (18″) inches of the curb line or edge of the roadway except as follows:
(a) 
Upon any street which has been marked or signed by the Traffic Authority for angle parking, vehicles shall be parked at the angle to the curb indicated by such markings or signs.
(b) 
Upon any street, when specifically so provided by ordinance, vehicles may be parked on the left-hand side of the roadway or otherwise.
(c) 
Upon any street which has, by ordinance, been designated as a one-way street, vehicles may be parked adjacent to and within eighteen (18″) inches of the left-hand curb.

It is unlawful for any person to park a vehicle other than as indicated by visible markings on the street, and it is unlawful for any person to so park a vehicle as to straddle any such marking or in such a manner as to cause a vehicle to occupy more than one parking space.

It is unlawful for the operator of any vehicle to back such vehicle from its parking place without first giving visible or audible warning to operators of other vehicles or pedestrians who might be endangered or affected thereby, or to back from one street to another or around any corner.

The Traffic Authority is hereby authorized to determine the streets upon which angle parking shall be permitted, other than State highways where such parking is prohibited by the Vehicle Code of the State, and shall indicate all such places by placing white lines upon the surface of the roadway indicating the angle at which parking shall be permitted.

Angle parking shall not be permitted pursuant to Section 4-7.1304 as follows:
(a) 
On all streets in the City having a width of fifty (50') feet or less, measured from curb to curb; and
(b) 
On the north side of Florence Avenue between Seville Avenue and Pacific Boulevard.
