Whenever in this chapter the following terms are used, they shall have the meanings respectively ascribed to them in this section:
"Ambulance"
means any vehicle designed, equipped and used to carry or to transport sick, wounded or injured persons.
"Ambulance driver"
means any person employed to drive or actually engaged in the driving of an ambulance.
"Ambulance operator"
means any person, firm or corporation engaged in the business of carrying or transporting sick, wounded or injured persons by means of an ambulance.
"Ambulance service"
means the activity, business or service, for hire, profit or otherwise, of being prepared for, responding to requests for, and/or transporting one or more persons by ambulance on or in any of the streets, roads, highways, alleys or on any public way or place in the city.
"Person"
shall mean individual, firm, partnership or corporation.

No person shall engage in the business of operating an ambulance service in the city unless an ambulance provider's and/or critical care transport provider's permit has been obtained from the county of San Diego department of health services/emergency medical services.
