It is unlawful for any person to camp, occupy camp facilities or use camp paraphernalia in the following areas, except as otherwise provided:
A. 
Any street;
B. 
Any public parking lot or public area, improved or unimproved.

It is unlawful for any person to store personal property, including camp facilities and camp paraphernalia, in the following areas, except as otherwise provided by resolution of the city council:
A. 
Any city park;
B. 
Any public street; and
C. 
Any public parking lot or public area, improved or unimproved.

Any person who knowingly or wilfully violates any provisions of this chapter shall be deemed guilty of a misdemeanor and, upon conviction, shall be fined in an amount not to exceed five hundred dollars, or imprisonment for a period of not more than six months in the county jail, or by both such fine and imprisonment.
