When it has been determined upon the basis of an engineering
and traffic survey that a speed greater than the prima facie speed
limit of twenty-five miles per hour would facilitate the orderly movement
of vehicular traffic and would be reasonable and safe under the conditions
found to exist upon any street or highway in the city, the city council
may by resolution determine and declare a prima facie speed limit
of thirty, thirtyfive, forty, forty-five, fifty, fifty-five or sixty
miles per hour or a maximum speed limit of sixty-five miles per hour,
and such declared prima facie speed limit shall become effective when
signs are erected giving notice thereof.
