A Keep Celina Beautiful (KCB) Board is hereby created with the vison to make Celina the cleanest, most beautiful city in the nation. The overall mission is to inspire and empower city residents to keep our community clean and beautiful. We focus our efforts in three major areas: volunteerism, beautification, and environmentalism. These efforts support the city's commitment to living life connected and assisting the city council in establishing policies and programs.

(a) 
The board provided for herein shall be comprised of seven members to be nominated by and approved by the city council.
(1) 
Four of the seven members:
(A) 
Are at-large members residing in the city limits and shall be appointed by the city council during the city's annual appointment process.
(B) 
Term:
Two members shall be appointed to a two-year term while the other two members will be appointed to a three-year term. Thereafter, the term of each board member shall be two years. No board member shall serve more than three consecutive terms, provided, however, that the board member appointed to complete the term of another board member shall, at the completion of such term, be eligible for appointment for another full term.
(2) 
Three of the seven members:
(A) 
Shall be held by one representative from each of the following:
(i) 
Celina Parks and Recreation Board;
(ii) 
Celina Area Heritage Association; and
(iii) 
Celina Garden Club.
(B) 
These members will be individually nominated by the respective group in August of each year. The names will be submitted to city council for consideration and approval.
(C) 
Term:
Board members appointed from these groups shall serve a one-year term. No board member shall serve more than three consecutive terms, provided, however, that the board member appointed to complete the term of another board member shall, at the completion of such term, be eligible for appointment for another full term.

At the time of annual appointment, city council has the authority to change the membership of the board to any combination of the above categories, provided that membership does not exceed seven total members.

The ex-officio staff member shall be the custodian of all minutes and records of the commission.

Four members of the board shall constitute a quorum for the conduct of business. The members of the board shall regularly attend meetings and serve without compensation except for reimbursement of authorized expenses attendant to the performance of their duties.

The board shall hold an organizational meeting in October of each year and shall elect a chairperson and vice-chairperson from among its members before proceeding to any other matters of business. The board shall meet regularly and shall designate the time and place of its meetings.

(a) 
The board shall adopt its own rules of procedure and keep a record of its proceedings in accordance with the provisions of this division and the charter of the city. Newly-appointed members shall be installed at the first regular meeting after their appointment.
(b) 
Each month a report shall be submitted to the city council showing the cumulative attendance of each member with notation of members who have been absent from three (3) consecutive meetings.

(a) 
The board shall recommend policies related to volunteerism, beautification, and environmentalism, so that all city activities might meet the vision and mission statements. The board shall have the following responsibilities, but not limited to:
(1) 
Volunteerism.
To create and support meaningful community engagement and facilitate community partnerships through opportunities that enhance city services and encourage the community to live life connected.
(A) 
Providing opportunities to have a stake in the beautification and integrity of the community.
(B) 
Recognition of volunteers.
(C) 
Educating and informing the public of the financial offset to taxpayers.
(D) 
Continued engagement and support through the KCB board for volunteerism.
(2) 
Beautification.
To establish and create key programs that encourage and promote opportunities to improve upon and preserve the natural and created environmental charm of the city.
(A) 
Identify certification opportunities.
(B) 
Maintain Scenic City Platinum Designation.
(C) 
Coordination with the arts and culture board to identify opportunities to procure and maintain public art infrastructure.
(3) 
Environmentalism.
To establish and create key programs that encourage and promote opportunities to improve upon and preserve the natural and created environmental charm of the city. To promote environmentalism in the city, the Keep Celina Beautiful program will develop holistic initiatives to educate and motivate residents, city staff, business owners, and the development community to appreciate the importance of ensuring Celina's natural beauty.
(A) 
Identify opportunities for citywide waste reduction programs.
(B) 
Enhance tree reforestation fund and identify key projects.
(C) 
Identify framework for the water wise practices to residents.
(D) 
Increase awareness and implementation of recycling programs.
(E) 
Educating residents and developers of the economic benefits of environmental practices.
(b) 
To accomplish these responsibilities the board shall establish subcommittees such as, but not limited to, the areas of business and industry, communications, education, finance/fundraising, and cleanup.
(c) 
A board member will chair each subcommittee with an unspecified number of community volunteers chosen by the board as working subcommittee members.
