The director of finance shall, before entering upon the duties of his office, execute a bond to the city conditioned upon the faithful performance of his or her duties in an amount not less than twenty thousand dollars.

The director of finance shall have the following powers and duties:
(a) 
Those financial and accounting duties formerly imposed upon the city clerk including maintenance of records reflecting the financial condition of the city, preparation of statements of receipts and disbursements and the necessary publication thereof.
(b) 
Those financial duties formerly imposed upon the city clerk by Article 1, Chapter 4, Part 2, Division 3, Title 4 of the Government Code of the state.
(c) 
Supervision of revenue collections.
(d) 
Preparation of payrolls and warrant registers for all bills payable.
(e) 
Assisting the city manager in the preparation of the annual budget.
(f) 
Preparation of annual city business licenses and supervision of issuance of licenses and collection of license fees.
(g) 
Performing such other duties as are delegated to the position by the city manager.
(h) 
Supervise the keeping of current property inventories of all city departments and necessary records appurtenant thereto.
