Every person riding a bicycle upon a street or sidewalk shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by the laws of this state declaring rules of the road applicable to vehicles, this Code or other ordinances of this city applicable to the driver of a vehicle, except as to those provisions of laws and ordinances which by their nature can have no application, and except as otherwise provided in this chapter.

Any person operating a bicycle shall obey the instructions of official traffic control signs, and other control devices applicable to vehicles and bicycles, unless otherwise directed by a police officer.

No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing.

The operator of a bicycle emerging from an alley, driveway, bicycle path, building or otherwise approaching upon a sidewalk or a sidewalk area extending along any such area shall yield the right-of-way to all pedestrians approaching on such sidewalk or sidewalk area, and upon entering a bicycle lane, shall yield the right-of-way to all bicycles approaching on such lane, and upon entering the roadway shall yield the right-of-way to all vehicles or bicycles approaching on such roadway.

(a) 
Publicly used private property. For purposes of this section, "publicly used private property" means any privately owned real property and improvements held open by its owners to access or use by the public, including, but not limited to, retail and department stores, shopping centers and shopping malls, professional and administrative offices, banks and other financial institutions, hotels and motels, churches, hospitals and restaurants, and privately owned parking lots, roadways, and sidewalks included on or associated with such real property and improvements.
(b) 
No person shall use, ride or otherwise operate a skateboard on any publicly used private property when signs are posted as provided in this section.
(c) 
Section 6.02.050(b) shall apply only to those publicly used private properties which have conspicuously posted at all entrances to the property signs substantially conforming to the requirements of this subsection.
(1) 
No sign shall be posted without prior written approval from the city manager or the city manager's designee. The city manager shall approve posting the property only if he or she finds the use or riding of skateboards on such publicly used private property will endanger pedestrian traffic or the public safety.
(2) 
Signs shall be metal, at least eighteen inches by twenty-four inches in size, containing red letters, at least one inch in height, on a white background, and shall state: NO USE OR RIDING OF SKATEBOARDS ON THIS PROPERTY. SECTION 6.02.050, DAVIS CITY CODE.

(a) 
No person shall ride or propel a bicycle or skateboard upon a sidewalk or any improvements constructed or placed on a sidewalk within the central traffic district as defined in Section 22.01.010 of this Code, except a person may ride a bicycle or skateboard across a sidewalk only as may be necessary to enter or leave property adjacent to that sidewalk.
(b) 
No person shall ride, use or otherwise operate or propel a skateboard on any public right-of-way, roadway, pavement, parking lot or sidewalk located within the following area: Beginning at a point of the extension of the north curb of 2nd Street to the centerline of the westernmost Southern Pacific rail-road track; then southerly along the centerline of the westernmost Southern Pacific railroad track to an extension of the southernmost east/west building line of 130 G Street; then westerly along that building line extension to the south east corner of 130 G Street; then northerly along the east building face of 130 G Street to the point of beginning. (c) 
The city traffic engineer is authorized to erect or place signs in any other district on any sidewalk or roadway, prohibiting the riding of bicycles thereon by any person and when such signs are in place no person shall disobey the same. Before such sign is erected or placed, it must be found by the safety advisory commission that the riding of bicycles on such sidewalk or roadway will endanger pedestrian traffic or the public safety, or that a property right or interest belonging to the city may be terminated or forfeited if the riding of bicycles on such sidewalk or roadway is not prohibited.
(d) 
Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian.
(e) 
No person shall ride or operate a bicycle upon any playground, park or school ground, where children are playing, without the permission of the persons having supervision of the playground, park or school ground.
(f) 
This section shall not apply to members of the Davis police department while engaged in their official duties.

No person shall use, ride, propel or otherwise operate a bicycle within or upon the City of Davis Skateboard Park except at those times, if any, when the city specifically allows for such activity. Times when bicycle use is permitted, if any, shall be posted at the skateboard park or shall be otherwise authorized by the city, in writing, through a schedule of skateboard park use. Such times may change from time to time, without notice. The city shall not allow bicycle use during any time period in which the city allows persons using or riding skateboards or using in-line skates to use the City of Davis Skateboard Park. All users of the skateboard park shall comply with the provisions of Section 27.02.090 at all times. The City of Davis Skateboard Park is that property located in Community Park at 1405 F Street.
