The purpose of an interim study (S) district is to permit temporary control of the development in an area where detailed studies are being made. All territory annexed to the city may require additional study after the effective date of such annexation. Such temporary control shall be exercised to prevent any changes in the use of land which may be inconsistent with the precise plan and zoning being formulated. In order that the city may exercise temporary control in areas while the planning of the development of such areas is being studied, the S district may be applied.

The principal permitted use of land in an S district is as follows: agricultural, except the raising of animals or fowl for commercial purposes.

The following conditional uses may be permitted in an S district: any use permitted by this chapter in the district as generally designated in the city master plan.

No building or structure shall exceed the height regulations prescribed by this article for the district generally designated by the city master plan.

Site plan and architectural approval by the director or designee shall be required for all uses.
