(1) 
The city library patrons may only use the interior of the library premises for reading, studying, computer research, or to use other library materials and resources.
(2) 
Library patrons are prohibited from causing disturbances or unreasonable noise in the library.
(a) 
A disturbance is defined as any conduct by an individual which interferes with a patron’s use of the library or interferes with the conduct and operation of the city library.
(b) 
An unreasonable noise is defined as any loud, unnecessary, or unusual noise which disturbs the peace and quiet of the city library or which causes interference with the use of the library by a reasonable person of normal sensitiveness. The standards which may be considered in determining whether an individual has caused interference with a patron’s use of the library include, but are not limited to, the following:
(i) 
Level of the noise;
(ii) 
Whether the nature of the noise is usual or unusual;
(iii) 
Whether the origin of the noise is natural or unnatural;
(iv) 
The duration of the noise;
(v) 
Whether the noise is recurrent, intermittent or constant.
(c) 
The above offense is punishable as a violation and may include a fine not exceeding $720.00 pursuant to SMC section 1.205.
