The fine for violation of any provision of sections 6.005 to 6.555 shall not exceed $500.00. The proceedings shall be civil in nature. The owner shall also be responsible for expenses incurred in removing the vehicle. Failure to pay accrued charges shall constitute a surrender of the vehicle to the city or authorized police garage to dispose of in accordance with this code and Oregon Revised Statutes.
