All owners or persons in charge of public buildings, filling
stations, camps, and other places of public assemblage shall provide
clean and sanitary, sufficient and suitable, and well-lighted and
ventilated toilet accommodations for each sex. Such accommodations
must be kept in a thoroughly clean and sanitary condition.
