The Board of Aldermen hereby establishes a one-day merchant license for an establishment that desire to set up a temporary site to conduct his/her business.

All license applicants shall pay a license fee of ten dollars ($10.00) per day. The Board of Aldermen may exempt this fee for vendors operating during the Concordia Fall Festival or events administered and/or co-sponsored by the City of Concordia, or when Board consideration has been requested.

A. 
If the Board of Aldermen, upon consideration of a request of an individual, business, organization, or community event for waiving of the fee for a daily merchant license, grants the request and therefore waives the fee, the following process shall be in effect for the issuance of the license.
1. 
A written listing of all merchants receiving the waiver of fees for the approved activity/event. This listing shall be submitted fifteen (15) days in advance of the activity/event.
2. 
For ALL Retail Sales. The possession of a retail sales license and a statement from the Department of Revenue that the licensee owes no tax due under Sections 144.010 to 144.510, RSMo., or Sections 143.191 to 143.261, RSMo., shall be a prerequisite to the issuance or renewal of any City license under this Section which is required for conducting any business where goods are sold at retail. The date of issuance on the statement that the licensee owes no tax due shall be no more than ninety (90) days before the date of submission for application or renewal of the license. The revocation of a retailer's license by the Director shall render the City merchant license null and void. Copies of this statement shall be due seven days (7) days prior to the activity/event. The City shall not be responsible for obtaining this statement, it shall be the responsibility of the requesting party to provide notification of this requirement to each vendor/business.

Proof Of Identity. The merchant shall provide proof of a valid identification card or valid driver's license seven (7) days prior to the activity/event. The City shall not be responsible for obtaining this statement, it shall be the responsibility of the requesting party to provide notification of this requirement to each vendor/business.
4. 
All licenses required by this Section shall file with the City Collector proof of a liability policy covering the applicant's business with at least twenty-five thousand dollars ($25,000.00) in public general liability coverage.
5. 
The City Clerk shall issue the license(s) pursuant to Section 605.070 of the Concordia Municipal Code. The City Clerk shall arrange for the issuance of these licenses with the requesting party.

Any business or profession required to be licensed by any other provision of City, State, County or Federal law shall continue to be responsible for obtaining and maintaining such licensure. Nothing in this Chapter excuses a business from obtaining all other necessary licenses, and the issuance of a business license under this Chapter shall not excuse a licensee from compliance with any other law.

Merchant licenses are under the provisions of this Section shall be issued for a 24-hour period beginning 12:00 A.M (Midnight) of the day of the date requested and ending 12:00 A.M. (Midnight) of the following day.

Each license issued by the City under provisions of this Article shall be displayed in a conspicuous place in the place of business.
