The real property of the Housing Authority of the Town of Harwinton is hereby classified as property used for housing solely for moderate-income seniors and handicapped persons, and taxes on said real estate shall be abated for the lists of October 1, 1987, to October 1, 1992. Such tax abatement shall be used for one or more of the following purposes:
A. 
To reduce rents below the levels which would be achieved in the absence of such abatement and to improve the quality and design of such housing;
B. 
To effect occupancy of such housing by persons or families of varying income levels within limits determined by the Commissioner of Housing by regulation; or
C. 
To provide necessary related facilities or services in such housing.
The Board of Selectmen is authorized to abate said taxes pursuant to a contract between the municipality acting by its Board of Selectmen and the Housing Authority of the Town of Harwinton, which contract shall provide the terms of the abatement, including that the monies of the abatement shall be used for any one or more of the purposes above stated and that such abatement shall terminate at any time when such housing is not solely for low- or moderate-income persons or families.
