No person, firm, or corporation shall excavate or fill or otherwise change the grade of any land located within the limits of any Town highway of the Town of Harwinton without first having obtained a permit from the Selectmen of the Town, and no person, firm, or corporation shall obstruct or interfere with the drainage of surface water from or on any such highway without having obtained a permit from the Selectmen.

Any person, firm, or corporation violating any provision of this article shall be fined not more than $100.
