The Board of Finance shall have powers and duties in accordance
with CGS § 7-340 through CGS § 7-349 and this
Charter. The Board of Finance shall be the chief financial authority
of the Town. The Board of Finance shall be responsible for the following:
(a) preparation of the budget for the following fiscal year,
(b) the management and monitoring of the budget for the current fiscal
year,
(c) the development of long-range financial planning, and
(d) the development of guidelines for salaries and mileage reimbursement
rates and the communication of these guidelines to the Board of Selectmen
on an annual basis.
Issuance of bonds and notes shall require approval by a Town
Meeting, except notes in anticipation of taxes, which notes are to
be paid within the fiscal year in which issued.
