This article is adopted pursuant to Connecticut General Statutes § 9-185 et seq., which provides that, unless prohibited by special act or charter, a municipality may change the position of Town Treasurer from an elected position to an appointed position. The legislative body of the Town of Harwinton, in Town Meeting assembled, adopts this article for the appointment of the Town Treasurer by the Board of Selectmen. The appointed Town Treasurer shall carry out the same duties as those of an elected Town Treasurer as set forth in Connecticut General Statutes and regulations.

A.
The term of office of the Town Treasurer which began November 16, 2021, following the regular municipal election held November 2, 2021, shall expire on November 18, 2025. Effective with the adoption of this article, the office of Town Treasurer shall no longer be an elected position and shall not appear on the ballot for the municipal election to be held November 4, 2025, or at subsequent municipal elections.

Pursuant to Connecticut General Statutes §§ 9-185, 9-187a, 9-189, and 9-189a, the newly elected Board of Selectmen shall, by majority vote, appoint the Town Treasurer for a four-year term commencing November 18, 2025. The newly elected Board of Selectmen, at its first regular meeting 14 days following the municipal election every four years thereafter, shall appoint the Town Treasurer for a term of four years commencing on 14 days following the municipal election and ending four years thereafter and until a successor has been duly appointed and has qualified.
Any vacancy in the office of the Town Treasurer shall be filled by a majority vote of the Board of Selectmen for the remainder of the term.
Notwithstanding Connecticut General Statutes § 9-186, the appointed Town Treasurer need not be an elector of the Town of Harwinton; provided, however, the appointed Town Treasurer shall be a United States citizen, 18 years of age or older, and a full-time resident of the State of Connecticut. The Town Treasurer shall post a bond as required by Connecticut General Statutes § 7-12. The Town Treasurer shall not hold any other municipal office in the Town of Harwinton as prescribed by Connecticut General Statutes § 9-210.
Pursuant to Connecticut General Statutes § 7-80, the Town Treasurer shall appoint a Deputy Treasurer within the limits of available appropriations for said office. The Deputy Treasurer shall post bond and have the authority, in the absence or disability of the Town Treasurer, to perform all duties of the Town Treasurer. The Deputy Treasurer shall serve for a term of office concurrent with that of the Treasurer. Any vacancy in the office of Deputy Treasurer shall be filled by the Treasurer for the remainder of the term.
