There is hereby established a board to be called the historic advisory board, which shall consist of seven (7) regular voting members.

Members shall reside within the city limits candidates shall have extensive knowledge of city history and shall have lived inside the city limits for a minimum of ten (10) years.

Each member will be appointed to staggered two-year terms. Vacancies shall be filled for an unexpired term in the manner in which original appointments are required to be made. Continued absence of any member from regular meetings of the board shall, at the discretion of the city council, render any such member liable to immediate removal from office. Members shall be exempt from six-year term limits as per the Policy on Governance Process - Board Requirements and Rules (section I, No. 16).

The officers of the board shall be a chairperson and vice-chairperson. Officers shall be elected annually and take office at the first regular meeting of each calendar year after new board members have been appointed.

Four (4) members of the board shall be present to constitute a quorum. In making a recommendation to the city council, affirmative votes of the majority present shall be required. A board member shall not act in a case in which there is a conflict of interest. All meetings of the board shall be open to the public and posted in accordance with state law. The planning director or a designated representative shall act as secretary of the board and shall make a detailed record of all its proceedings.

The board shall be governed internally through adopted bylaws which are attached to and incorporated herein as exhibit A to Ordinance 2024-20. The board's bylaws may be amended or repealed and replaced by a majority vote at any regular meeting, subject to city council approval.
