The Town Treasurer shall be elected by the Town Council at its first meeting in January following November Council elections, every two years, and shall hold the office for a term of two years, unless sooner removed for cause. In case of a vacancy in the office, it shall be filled by the Council. Before entering upon their duties, they shall execute a surety bond equal to the previous year's annual appropriation. The Treasurer shall be an ex officio member of the Personnel and Finance Committee.

At the regular meeting of the Town Council in June of each year, or as soon thereafter as it is prepared, the Treasurer shall submit their report in writing to the Council, which shall be referred to the Personnel and Finance Committee. Such Committee shall audit and examine the same, and make its report forthwith. The books of the Treasurer shall at all times be subject to the control of the Council, and shall be exhibited to the Council whenever requested.
The Town Treasurer shall pay out no money, except as authorized and directed by the Town Council. When an appropriation is made by ordinance, and the Committee is authorized by such ordinance to draw on the Treasurer for the amount of the appropriation, the Treasurer shall pay the same on the order of the Chair. When the ordinance or resolution directs to whom the sums appropriated are to be paid, the Treasurer must pay the same directly to the party entitled, or upon his order.
All funds of the Town shall be deposited by the Clerk in a federally insured bank or savings and loan institution.
The Town Treasurer shall be paid for services a salary established by Town Council, to be paid in accordance with Town payroll.
