That nothing contained in this act shall be construed to invalidate or to, in any manner, affect the present existing indebtedness and liabilities of the Town of Middletown, whether evidenced by bonded obligations or otherwise.

All ordinances in force in the town of Middletown not inconsistent with this charter shall be and remain in force until altered, amended or repealed by the council.

This act may for all purposes be referred to or cited as the Town of Middletown Charter of 1954.
If any clause, sentence, paragraph, or part of this act shall for any reason be adjudged by a court of competent jurisdiction to be invalid, such judgment shall not affect, impair or invalidate the remainder of the act but shall be confined in its operation to the part of the act directly involved in the controversy in which the judgment shall have been rendered.
