An amendment to this chapter may be initiated by:
A. 
The Board, provided a majority of the Board has so voted;
B. 
The request of the municipal officers; or
C. 
The written petition of a number of voters equal to at least 10% of the number of voters cast in the municipality at the last gubernatorial election.
The Board shall hold a public hearing on the proposed amendment. At least seven days' advance notice shall be given by newspaper and posting in three commonly accessible locations in the Town of Wales.
