A. 
The public interest requires that each applicant for employment with the city, as a condition of employment, shall submit an application provided by the city, which shall be reviewed by the appointing authority of the city to determine the character and fitness of the applicant for the position being sought.
B. 
The application of each person seeking employment with the city shall also be reviewed by the city police department to establish the character and fitness of the applicant. Upon completion of the police department's review, the chief of police shall submit a report to the appointing authority of the department to which the applicant has made application for employment with the city. The report shall include but not be limited to any information which may be obtained on the applicant's character from the Criminal History Systems Board and from the Criminal Offender Record Information System.

The city reserves the right to disqualify any applicant seeking employment with the city, if upon review by an appointing authority of the city it is determined that any applicant seeking employment with the city has been convicted of any sexual offense or violations of child abuse laws.

Any applicant, seeking employment with the city in a position which will bring the applicant into direct contact with children, who has been convicted of any sexual offense or violation of child abuse laws, shall be disqualified from employment with the city.
