The office of harbormaster and first and second assistant harbormasters are created. The appointments to these offices shall be made by the mayor.

The harbormaster and first and second assistants shall perform the duties as provided by General Laws, Chapter 102, Section 19 et seq., and this chapter.

No master, or person acting as a master, owner, custodian or other person shall set a mooring within the limits of the waters of the city without first obtaining from the harbormaster a permit to moor such boat. The harbormaster shall approve the anchorage or a place of mooring of such boat.

The harbormaster shall keep a detailed description of all moorings, their location and the owner's name, telephone number, home and business address, date mooring was set and name, length and type of boat to be attached thereto.

No boat shall exceed the speed of six knots or cause a disturbing wake within the confines of the waters of the city within one hundred fifty feet of any mooring area, or within one hundred fifty feet of the water's edge of any bathing beach.
