A. The
weights and measures department shall be under the charge of the sealer
of weights and measures. The department shall consist of a sealer
of weights and measures and such deputy sealers of weights and measures
as may be provided for by the city council and appointed by the mayor.
B. The
sealer of weights and measures shall have general control and supervision
of all the public scales in the city and, in case of absence or inability
of the sealer to perform the sealer's duties from any cause, a deputy
designated by the sealer of weights and measures shall exercise such
duties.
C. In the
month of July the sealer of weights and measures shall make a full
report to the mayor and city council of all matters pertaining to
the department for the preceding year with an inventory of all property
of the city under the sealer's charge.

The sealer of weights and measures shall have an office at the
City Hall, and shall establish office hours for the convenience of
the public who desire to have scales, weights and measures tested.

No license shall be issued to any hawker, peddler, junk collector
or junk dealer unless he or she presents a receipt from the sealer
of weights and measures showing that the weights and measures used
by him or her have been properly inspected, tested and sealed immediately
preceding the issuance of such license.

The sealer of weights and measures shall have the care and custody
of all public scales in the city.

The sealer of weights and measures shall collect the fees and
charges which by law the sealer is allowed to receive, and shall pay
over to the city treasurer each month all sums so received.

The sealer of weights and measures shall, at the time of sealing,
furnish the owner of the articles sealed, or agent, with a certificate
stating the name and address of the owner of the article, the date
when sealed, and the amount of fee, if any, collected. Such certificate
shall be signed by the sealer.

The sealer of weights and measures shall keep a detailed record
of all work performed by the sealer, stating in detail all the fees
received by the sealer during the preceding year.
