There is created and established an engineering department for the city which will be supervised by the city engineer who shall be a civil engineer appointed by the mayor.

The city engineer shall be consulted in relation to public improvements and contracts of every kind where the advice of a civil engineer would be of service. The city engineer shall draw all plans, surveys, measurements and levels pertaining to the public ways, drains, sewers, public water-works and public lands and shall perform all other services for the city which properly come under the direction of a civil engineer as may be required by the mayor or city council.

The city engineer shall have custody of all the plans of all the streets, drains, sewers and waterworks that are constructed as of the effective date of the ordinance codified in this chapter or are thereafter constructed, and lands that may be accepted or otherwise acquired by the city. The city engineer shall keep the plans in convenient form, properly classified and indexed, together with all notes thereon, and shall make such rules and regulations as the engineer deems necessary to ensure the safety of such notes and plans.

The office of the city engineer shall be considered as part of the office of the city clerk for the purpose of filing plans relating to streets, sewers, water pipes and engineering work which, by General Laws, are required to be filed in the office of the city clerk.
