The mayor shall appoint a purchasing agent and an assistant
purchasing agent. The mayor shall also appoint such employees subordinate
to the purchasing agent as the mayor, with the advice of the purchasing
agent, shall deem necessary for the proper performance of the work
of that office. The appointment of the purchasing agent shall be subject
to confirmation by the city council.

The use of city postage shall be limited to mailing of materials
directly related to the official business of the city of Revere.
The purchasing agent shall be responsible for monitoring and
regulating the use of city postage. The purchasing agent shall tabulate,
on a daily basis, by department, the use of city postage and report
such tabulations to the mayor and city council on a weekly basis.
Any department that mails more than twenty-five pieces of mail,
of identical content, per day, shall provide the purchasing agent
with a copy of said identical content material and the purchasing
agent shall provide a copy of said identical content material to the
mayor and city council with the weekly mail report.

The use of city postage by any department to transmit more than
twenty-five pieces of city mail per day of identical content, which
is not intended to notify the public of real estate tax bills, sewer
and water bills, personal property tax bills, excise tax bills, abatements,
foreclosure of real estate, revaluations, qualification and location
to vote and city census, payment of vendors, payment to employees
and retired city employees, payment of veterans benefits, notification
for license or permit renewals, and public hearing is prohibited.
The use of city postage by any department to transmit more than twenty-five
pieces of mail per day of identical content which is not enumerated
in this section shall be allowed by the purchasing agent only upon
the prior written approval of the mayor and city council.

It is unlawful for any department to use city computers, mailing materials or city personnel to facilitate mailings which are not provided for by Section
2.66.030 of this chapter.
