The city of Revere council on elder affairs is established.

A. The
council on elder affairs shall consist of no less than nine members
and no more than thirteen members, to be appointed by the mayor and
subject to the confirmation of the city council. Each member shall
be a minimum of sixty years of age or over. Members shall be residents
of the city and shall serve for terms of three years. Members shall
serve for no more than two terms.
B. Members
shall be appointed in the following manner:
1. At-large
with special consideration given to members of organized senior citizen
groups.
C. The
members of the council on elder affairs shall elect their own officers
for three years.
D. Each
member shall continue to serve after the expiration of their term
until their successor has been appointed and has been duly qualified.
Vacancies shall be filled for the period of the unexpired term in
the same manner as original appointments.

In cooperation with existing private nonprofit organizations
and governmental agencies, boards, commissions and authorities that
provide senior citizen services, the council on elder affairs shall
initiate programs and events to identify and inventory the needs of
the elder citizens of the city.

A. There
shall also be a technical advisor to the council on elder affairs.
The technical advisor (elder affairs director) shall provide the guidance
and leadership to bring about a greater coordination of services to
respond to the needs and problems of the elderly citizens of our community.
The technical advisor shall undertake the planning, implementation
and administration of effective senior citizen programs that will
provide the best possible services for our senior residents and present
their proposals and recommendations to the council on elder affairs
for discussion and approval. The technical advisor shall serve as
a nonvoting, ex officio member of the council on elder affairs and
all committees appointed by the chair of the council.
B. Each
member of the representative provider group shall be the senior citizen
coordinator of the group. The advisory board shall provide information
and advise to the council on elder affairs. The advisory board shall
not have voting rights.
