It is unlawful for any person to store, sell, handle or use
any article intended to be used as a fumigant that is or may become
toxic, unless an application for a permit has been filed with the
chief of the fire department and a permit has been issued by such
officer to do so. No person who is not properly experienced and equipped
shall be granted a permit under this section.

Before a toxic fumigant is removed to any building or structure,
the permittee under this chapter shall, in writing, notify the health
department and the police department of the city at least twenty-four
hours before using such fumigant.

The permittee under this chapter shall make sure that all human
beings and domestic animals have been removed from all parts of the
building or structure to be fumigated and from all adjacent and adjoining
buildings or structures into which the gas may penetrate.

All openings to the exterior of the building or structure to
be fumigated shall be sealed to prevent leakage of gas to the exterior
of such building or structure. All exterior doors and windows shall
be locked.

Warning signs shall be placed on all exterior doors and on the
front and rear of the building or structure to be fumigated. Each
sign shall be marked, "Poison Gas—Do not enter this building."
The sign shall be printed in two-inch letters.

An alert guard shall remain on duty on the premises during the
time the building or structure is under fumigation, and shall remain
on guard until the premises have been opened up and thoroughly ventilated.

Tenants shall not enter any property on the night of the day
it has been fumigated. Before allowing tenants to enter such property,
all mattresses, pillows, bedding, clothing and rugs shall be tested
for the presence of the toxic fumigant. Such test shall be conducted
by a person authorized by the permittee under this chapter.
